For a straight 'top 2' you'd need 8 groups of 3. But always one sitting out in the group stages while the other 2 play.

Or just use a sensible number of teams. 16 or 32.

Anything else, you'll always get 'lucky losers'.

Would the quality drop that much with 32?
Not sure it would, No point in qualifiers though.

It is a foul, but not enough to send him to the ground. Going to ground is not the only reason to give a foul. the little kick puts his stride back, so that he wont get the ball.

To be fair it was a good dive. No delay, went down as soon as he could.

It should have been a penalty and a yellow card for diving. Just to even things out.
